Its not same as those PPIs, they do not have content locker but you get simple banners which you place on your website and there is always some free application advertised so if user download that SW, you get paid.
Those APPs are very highly converting offers. You give it for free, users do not have to pay anything and you get paid. Right now there is about 15 applications where you will be paid.
Very good result comes from Gaming sites since there are free games paying up to $2.0 per action. Banners are also localized so its not all English but also German, French, Spanish or Italian.
